The Asian Transport Outlook (ATO) contributed to the inaugural Advancing Transport Leadership Program organized by the Asian Development Bank and hosted at the ADB Institute in Tokyo. The program gathered ADB staff and officials from developing member countries (DMCs) — India, Pakistan, Papua New Guinea, and the Philippines— for a week-long exchange focused on low-carbon, resilient, and inclusive transport systems—and in enabling deeper interactions centred around leadership in the transport sector.

At the Low Carbon Pathways for Emerging Economies in Asia-Pacific session on the third day of the event, ATO delivered keynote presentations, and contributed to the panel session focusing on the state and trends related to low-carbon transport in Asia, and the policy trends relevant to the decarbonization of the sector in the region. ATO highlighted the unique decarbonization trajectory of the transport sector in Asia, where addressing access and infrastructure gaps remains a parallel priority to reducing emissions.

The event went beyond providing technical knowledge and had effectively integrated activities focusing on structured leadership components and peer dialogue. The format emphasized that effective leadership in the transport sector includes the ability to foster collaboration and exchange ideas, even when solutions are not immediately evident.

The program featured a combination of keynotes, site visits, and workshops, including on-the-ground learning in Yokohama City, where participants explored innovations in urban mobility, smart city initiatives, and resilient infrastructure.

This engagement forms part of ATO's broader efforts to support evidence-based planning and policy development for sustainable transport across Asia and the Pacific.
