Short-Term Consultant - Policy Analysis (People’s Republic of China)

Background

The Asian Transport Observatory (ATO) is looking for a motivated Short-Term Consultant to support our ongoing research and policy analysis work, with a focus on the People's Republic of China (PRC). The consultant will contribute to strengthening the policy knowledge base for the Asia-Pacific region.

Key Responsibilities:

  • Collect relevant national policy documents related to transport, climate change, and sustainable development in China, particularly those published in Chinese.
  • Review, extract, and encode key information from the documents into the ATO policy template.
  • Support the conduct of policy analysis to identify trends and gaps in terms of policy development related to various transport-relevant themes
  • Coordinate with the ATO core team to ensure consistency and quality of inputs.

Qualifications:

  • Minimum of a bachelor's degree in transport planning, engineering, public policy, or other fields related to sustainable development. A graduate or advanced degree is an advantage.
  • Demonstrated knowledge in transport policy development and governance systems in PRC. Relevant experience is an advantage.
  • Fluency in Chinese, and proficiency in English (spoken and written)
  • Strong analytical skills and attention to detail.
  • Strong interpersonal skills and ability to work independently—and as part of a team—via remote arrangements.
  • Strong proficiency in MS Excel and other data management tools.
