Background

As an upper-middle-income economy in East Asia, Mongolia has a population of 3.5 million and a GDP (PPP) of $67.3 billion in 2024. These factors primarily drive transport demand. In 2024, the transport sector emitted 3.2 million tonnes of CO₂ equivalent, making up 3% of the country's total emissions. Although the sector's overall contribution to Mongolia's carbon footprint is relatively limited, its growth trend raises concerns. Since the Paris Agreement was adopted in 2015, transport emissions have increased at an annual rate of 5.0%, slightly faster than the 4.9% growth rate before that period. Road transport is the dominant subsector, representing 74% of transport emissions, with rail accounting for 25%.

A critical analysis of Mongolia's transport sector reveals a dual narrative of improving efficiency alongside increasing absolute demand. The sector has demonstrated significant progress in decoupling growth from emissions; carbon intensity fell from 112.3 gCO2e/USD in 2000 to 47.6 gCO2e in 2024. Despite this 57% improvement, Mongolia remains considerably more carbon-intensive than its peers, with the Asia-Pacific average standing at 29.0 gCO2e/USD. Similarly, energy intensity improved to 0.79 MJ per USD in 2023. However, absolute energy consumption has surged since 2010, rising at an annual rate of 11%. The energy mix remains critically undiversified, with oil products accounting for 100% of transport energy consumption, while biofuels and electricity maintain <1% share as of 2023.

The transition to sustainable mobility in Mongolia faces significant headwinds from the current energy and fiscal structures. The national grid emission factor—808 gCO2 per kWh—is substantially higher than the East Asian average of 544 gCO2 per kWh, limiting the immediate net climate benefit of vehicle electrification. Furthermore, the persistence of fossil fuel subsidies for petroleum generates substantial external costs, primarily through road crashes (61%) and congestion (35%). As electrification progresses, the government also faces a structural fiscal challenge: fuel tax revenues currently constitute 2% of total government revenue and are projected to decline as internal combustion engine (ICE) vehicles are phased out.

Mongolia's transport network is increasingly exposed to the physical risks of climate change. Over the past two decades, 31 natural disasters—dominated by storms and flooding—have affected 5.6 million people and incurred high economic costs. The nation ranks 65th in the National Road Vulnerability index, with estimated average annual losses to transport infrastructure totaling over $907,000. Under a high-warming scenario (4.5-degree increase), more than 11% of road and rail assets will be exposed to extreme precipitation. Despite these risks, only 25% of current transport policy measures include a climate adaptation or resilience component, highlighting a critical gap in long-term planning.

The motorization rate has climbed to 302 vehicles per thousand population, approaching the Asia-Pacific average of 317. The fleet is characterized by a high proportion of light-duty vehicles (64%) and trucks (26%). While the transition to electric mobility is in its early stages, there are signs of progress: EV imports reached $87 million between 2017 and 2024, and 9% of bus trade is now electric. However, Mongolia's overall E-mobility Readiness Index score of 58 indicates a need for stronger policy frameworks and financial instruments to accelerate the transition from the current 2% EV import market share.

Financing for the sector has shifted significantly; Official Development Assistance (ODA) rose to $907.9 million between 2011 and 2023, with a notable pivot from road-dominated funding to airport infrastructure (67% of total ODA). Notably, the sector has seen no recorded public-private partnership (PPP) investments since 2000, suggesting an untapped opportunity for private sector engagement in low-carbon transport infrastructure.

Mongolia's climate ambitions are codified in its NDC 3.0 (2025), which targets a 23.0% unconditional reduction in total GHG emissions by 2030 compared to a business-as-usual scenario. The transport-specific target is set at 1,048.8 Gg CO2e with measures. While 24 policy documents address transport and climate, Mongolia lacks a formalized long-term strategy (LTS) or a net-zero target.

To minimize unnecessary motorized travel, Mongolia is increasingly adopting integrated urban planning and digital transport management. The "Mongolia Green Development Policy" highlights developing a city planning system focused on public transportation, sidewalks, bicycle lanes, and green spaces to encourage non-motorized mobility. The "National Program on Road Safety" includes implementing an "Intelligent Transportation System" (ITS) to improve traffic flow and lessen congestion, which directly reduces emissions from idling vehicles. Additionally, the "Transit Mongolia National Program" aims to streamline trade and transport documentation through digital and electronic standards, decreasing the need for physical movement and time in logistics and border procedures.

Shift: A cornerstone of Mongolia's "shift" strategy is the large-scale expansion and electrification of the national rail network to move freight and passengers away from carbon-intensive road transport. The "State Policy on Railway Transportation" and "Action Plan of the Government of Mongolia 2020-2024" detail significant investments in new rail corridors, such as the Tavan Tolgoi-Gashuunsukhait line, specifically designed to switch coal export transportation from auto to rail. In the urban context, the "Transport Strategy of Mongolia" and "Third National Communication of Mongolia" prioritize introducing "Bus Rapid Transit" (BRT) systems in Ulaanbaatar to provide high-capacity, efficient public transport alternatives to private vehicle use. These efforts are complemented by the "Technology Needs Assessment - Climate Change Mitigation in Mongolia", which identifies the expansion of rail and air transport capacity as essential for meeting climate goals.

The "improve" pillar emphasizes increasing the energy efficiency of the current fleet and promoting the adoption of alternative fuels. The "State Policy on Automobile Sector" and "Mongolia Sustainable Development Vision 2030" require a shift to Euro-5 standard fuels and encourage the import of fuel-efficient vehicles. To boost electrification, the "Action Plan of the Government of Mongolia 2020-2024" includes plans to transition the capital city's public transportation to electric and natural gas vehicles and to develop a comprehensive charging station network. Furthermore, the "Mongolia's Initial Biennial Update Report" mentions the plan to convert hundreds of buses to hydrogen and hybrid fuels, supported by the Clean Air Fund, with a goal to increase private hybrid vehicle share to 13% by 2030.
