The Kyrgyz Republic, a low and lower-middle-income country in Central and West Asia with 7.2 million people, is at a pivotal point in aligning its transport development with global climate goals. Although the transportation sector's overall GHG emissions are relatively small at 7% (1.5 million tonnes in 2024), its heavy dependence on fossil fuels and exposure to climate-related disasters create notable structural obstacles.
Since the Kyrgyz Republic adopted the Paris Agreement, it has significantly decoupled transport emissions from economic growth. Before 2015, CO2 emissions from transport grew annually by 7.9%; since then, they've decreased by 6.3% per year. As a result, the CO2 emissions intensity of the transport sector compared to GDP has dropped sharply, from 108.2 g CO2e per USD in 2015 to 26.1 g CO2e in 2024. This level is now below the regional average for Central and West Asia (35.6), but slightly above the average for low- and lower-middle-income economies (23.8).
Road transport remains the primary driver of emissions and energy consumption, accounting for 95% of the total transport emissions and 98% of energy use. Domestic aviation contributes the remaining 5% and 2%, respectively, while rail and navigation impacts are negligible. This concentration in the road sector is underscored by a motorization rate of 225 vehicles per thousand population, with light-duty vehicles (58%) and two-wheelers (22%) accounting for the majority.
The sector's energy profile is entirely reliant on oil products, which accounted for 99% of transport energy use in 2023. Diversification efforts are still emerging; biofuels and electricity contributed 1% to energy consumption that year. However, signs of change are appearing: electric vehicle (EV) imports were valued at USD 1.2 billion from 2017 to 2024, representing 22% of total road vehicle imports by 2024. UNEP's E-mobility Readiness Index rates the country at 64 out of 100, indicating strong energy availability (score of 23) but a need for further technological and market development 10).
Furthermore, the fiscal landscape remains complicated by fuel subsidies. Approximately 1% of total government revenue is allocated to road fuel subsidies, which indirectly incur external costs to society, primarily through road crashes (75%) and congestion (18%).
The Kyrgyz Republic is highly susceptible to natural hazards, having recorded 26 major disasters since 2000, with landslides (31%), flooding (23%), and earthquakes (23%) posing the most significant threats. These events have affected 2.2 million people and resulted in significant human and economic tolls. The transport network is particularly vulnerable; under a 4.5-degree warming scenario, over 38% of road and rail assets will be exposed to extreme precipitation. The country is estimated to face average annual losses of USD 2.4 million in transport infrastructure, with 85% of these losses concentrated in the road network.
Investment in the sector has shifted substantially toward official development assistance (ODA), which rose from USD 62.8 million in 2002–2010 to USD 548.4 million in 2011–2023, with 97% of these funds targeted at road infrastructure. Moving forward, integrating climate adaptation (currently present in only 35% of policy measures) and mobilizing public-private partnerships—which presently have no recorded investments—will be essential to bridging the accessibility gap, as 67% of residents in urban agglomerations currently lack convenient access to public transport.
The policy response is led by the Nationally Determined Contribution (NDC 3.0), published in 2025, which targets an unconditional 15.97% reduction in total GHG emissions by 2030 relative to a business-as-usual scenario. With international support, this ambition scales to a 43.62% reduction. While the NDC lacks specific numerical targets for transport emissions, it prioritizes electric mobility and expanding active transport infrastructure.
Policy measures emphasizing "Avoid" strategies aim to optimize transportation logistics and cut unnecessary vehicle kilometers through digital solutions. The Kyrgyz Republic's National Development Strategy for 2018-2040 aims to lower the costs and time involved in export-import activities by upgrading cargo infrastructure and information services. To further control demand and boost efficiency, NDC3.0 proposes a feasibility study for a fuel tax and the deployment of automated road management systems (ATMS) at 21 intersections annually to improve traffic flow. Additionally, the Voluntary National Review on the SDGs supports establishing transport and logistics centers to centralize cargo movement and strengthen the country's transit capacity.
The "Shift" pillar focuses on transitioning passenger and freight volumes toward lower-carbon modes, notably rail and public transport. The ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC of September 30, 2014 No. 558 outlines comprehensive plans for the modernization of the railway sector, including the "Electrification of rail line Meadow - Alamedin" and the creation of a centralized database to facilitate electronic waybills. Strategic regional integration is also a priority, with the National Development Strategy of the Kyrgyz Republic for 2018-2040 calling for the construction of the China-Kyrgyzstan-Uzbekistan railway. For urban mobility, the NATIONALLY DETERMINED CONTRIBUTION OF THE KYRGYZ REPUBLIC NDC3.0 mandates the development of 20 km of cycling infrastructure annually and targets a significant increase in micromobility, aiming for 15,000 units of electric scooters and unicycles by 2030. These efforts are complemented by the Development Programme of the Kyrgyz Republic for the period 2018-2022, which envisions a fundamental transformation of the public transport system.
To "Improve" the existing fleet, the government is incentivizing a shift toward alternative fuels and electrification. The Updated Nationally Determined Contribution promotes the replacement of diesel and gasoline buses with gas-powered engines in cities and the expansion of the trolleybus fleet. Private vehicle electrification is supported by the Nationally Determined Contribution-3, which targets an annual 1% increase in the total number of electric cars.
