Background

Cambodia, a low and lower-middle-income country in Southeast Asia, had a population of 17.6 million and a GDP (PPP) of $140.6 billion in 2024. With a per capita GDP of $7,970, its economic path has significantly affected its carbon footprint. In 2024, the transport sector emitted 7.3 million tonnes of greenhouse gases, about 15% of the country's total emissions. Although the sector's annual CO₂ growth rate has slowed from 7.8% before 2015 to 6.4% since the Paris Agreement and SDG implementation, the total emissions remain considerable. Road transport is the main contributor, responsible for 81% of transport emissions and 12% of overall GHG emissions, followed by rail (16%) and domestic navigation (3%).

Cambodia's transport emissions intensity—at 51.8 gCO2e per USD of GDP—is significantly higher than the Asia-Pacific average (29.0) and the South East Asian subregional average (34.3). Despite a gradual improvement in intensity since 2000, progress lags behind regional peers. Within the road sector, heavy-duty vehicles (HDVs) are the primary emitters, accounting for 64% of road CO2 emissions as of 2025, followed by light-duty vehicles (LDVs) at 28%. This highlights a critical need for targeted efficiency measures in freight and commercial logistics, especially given that motorization remains low at 55 vehicles per 1,000 people compared to the Asia-Pacific average of 317.

Energy consumption patterns mirror this intensity, with the sector consuming 102,252 terajoules in 2023. Alarmingly, the sector remains 100% dependent on oil products, with zero penetration of biofuels or electricity as of 2023. This total reliance on fossil fuels is compounded by a grid emission factor of 498 gCO2per kWh, which, despite being lower than the regional average, has seen a 0.4% regression in carbon efficiency since 2015.

Cambodia's transport network faces acute climate risks. Between 2000 and 2024, the country experienced 33 natural disasters—predominantly floods (61%) and storms (24%)—affecting 16 million people and causing $2 billion in damages. The transport sector faces potential average annual losses of $4.5 million, with 91% of these losses concentrated in road infrastructure. Cambodia ranks 58th globally in the National Road Vulnerability ranking, reflecting a high risk of network failure during climate events. Future projections are stark: under a 4.5 degree warming scenario, over 52% of Cambodia's road and rail assets will be exposed to extreme precipitation, while 7% of the population in low-elevation coastal zones faces direct threats from sea-level rise.

Motorization rates remain low at 55 vehicles per thousand population compared to the Asia-Pacific average of 317, yet the vehicle composition presents unique challenges. The road network is dominated by light-duty vehicles (47%) and two-wheelers (41%). There is an emerging shift toward electrification; EV imports reached $172 million between 2017 and 2024, accounting for 9% of total road vehicle imports by 2024. However, this transition is uneven, as electric buses represented only 0.2% of the total bus trade. Cambodia's UNEP E-mobility Readiness Index score of 78 highlights a strong foundation, though it reveals a need for enhanced financial instruments and energy infrastructure to support a broader rollout of electric mobility.

The fiscal landscape for transport is characterized by structural challenges and shifting investment flows. Fossil fuel subsidies for petroleum continue to impose high external costs on society, primarily through road crashes (73%), congestion (18%), and road damage (10%). Furthermore, fuel tax revenues, which constitute 11% of total government revenue, are expected to decline structurally as electrification gains momentum. In terms of financing, the sector has seen a massive influx of Official Development Assistance (ODA), rising from $334.6 million (2002–2010) to $2.1 billion (2011–2023), with a heavy bias toward road infrastructure (89%). Conversely, Public-Private Partnership (PPP) investments, totaling $1 billion in the latter period, have been almost exclusively directed toward the aviation sector (99%).

Cambodia has established a robust policy framework comprising several documents, including the Long-Term Strategy for Carbon Neutrality (LTS) and the Third Nationally Determined Contribution (NDC 3.0) published in 2025. The NDC sets an ambitious economy-wide target to reduce emissions by 41.7% by 2030, with a specific transport sector target to reduce emissions by 390 GgCO2e. While 84% of policy measures focus on mitigation—such as vehicle inspection, EV mandates, and modal shifts—only 35% incorporate climate adaptation or resilience. As the nation targets carbon neutrality by 2050, integrating climate-informed design standards and sustainable urban mobility remains critical, particularly given that in 40% of Cambodia's urban centers, 80% of residents lack convenient access to public transport.

In the "Avoid" pillar, the Royal Government of Cambodia is prioritizing the decoupling of economic mobility from increased travel demand through advanced land-use planning and urban density management. The Cambodia Climate Change Strategic Plan 2014-2023 and the National Strategic Development Plan 2019-2023 emphasize promoting participatory land-use planning and developing city-level coordination mechanisms to foster "people-environment-friendly" urban conditions. Major initiatives include implementing Transit-Oriented Development (TOD) as outlined in Cambodia's Third Nationally Determined Contribution (NDC 3.0), which aims to expand urban spaces that integrate public transit with enhanced walkability and green sidewalks, thereby reducing the need for private motorized travel. Furthermore, the National Strategic Development Plan 2019-2023 highlights the study of application-based operations for sidewalk management and the modernization of logistics to solve traffic congestion on the outskirts of Phnom Penh, directly targeting the reduction of unnecessary vehicle kilometers traveled.

The "Shift" strategy is centered on diversifying the modal mix, particularly by revitalizing rail and inland waterway networks to capture a greater share of freight and passenger traffic. The Logistics Master Plan and Cambodia's Third Nationally Determined Contribution (NDC 3.0) set ambitious targets to increase rail's modal share to 5% and waterborne transport's modal share to 6% by 2035, up from negligible baselines. A flagship initiative is the Funan Techo Canal, which is projected to connect the Mekong River to the sea via a 172 km route, potentially cutting freight trips by up to 80 km and significantly reducing fuel consumption and emissions. For urban centers, the Long-Term Strategy for Carbon Neutrality targets a 30% modal share for public transportation by 2050, supported by the Cambodia Biennial Update Report's focus on integrated mass transit and cycling systems in cities like Phnom Penh. The modernization of the northern and southern railway lines is also a critical component, intended to shift long-distance freight from trucks to trains to improve regional competitiveness and lower the logistics sector's carbon intensity.

The "Improve" pillar focuses on accelerating the adoption of low-emission technologies and enforcing rigorous efficiency standards for the existing fleet. The Cambodia EV Roadmap and LTS4CN establish aggressive electrification targets, aiming to have electric vehicles (EVs) comprise 70% of motorcycles and 40% of cars and urban buses by 2050. To facilitate this, Cambodia's Third Nationally Determined Contribution (NDC 3.0) outlines unconditional targets for 2035, including e-motorcycles reaching 35% of the total fleet. Complementing electrification are efforts to modernize internal combustion engine (ICE) vehicles; Cambodia's Third Nationally Determined Contribution (NDC 3.0) mandates that 50% of vehicle stocks comply with fuel-efficiency standards by 2035, achieving a 30% improvement in efficiency. Additionally, the Clean Air Plan of Cambodia introduces stricter emission standards, targeting Euro V levels for imported cars by 2027 and strengthening fuel quality management to meet international benchmarks.

Airport infrastructure improvement

Second Voluntary National Review - KHM2023Cambodia has been working on several airport projects to modernize its infrastructure and accommodate the increasing influx of tourists post-COVID-19.
