Background

Armenia, classified as an upper-middle-income country in Central and West Asia, has a population of 3.0 million and a GDP (PPP) of $69.2 billion in 2024. Its transport sector significantly impacts the environment, generating 2.4 million tonnes of greenhouse gases (GHG) in 2024, about 22% of the total emissions across the economy. Before the Paris Agreement and Sustainable Development Goals, transport-related CO2 emissions grew strongly at 7.5% annually, but this rate has slowed to 3.5% per year. Road transport is the main contributor, responsible for all transport-specific GHG emissions, while rail, domestic navigation, and domestic aviation make negligible contributions.

The decarbonization trajectory of Armenia's transport sector shows progress in relative decoupling growth from emissions. The carbon intensity of transport relative to GDP stood at 34.1 gCO2e per USD in 2024, a marked improvement from 59.0 in 2015 and 71.2 in 2000. Despite this downward trend, Armenia's intensity remains higher than the Asia-Pacific average (29.0 gCO2e/USD) and the upper-middle-income average (29.5 gCO2e/USD). However, it is slightly below the Central and West Asia subregional average of 35.6. In terms of energy, the sector consumed 36,689 terajoules in 2023. While energy intensity has improved—falling from 1.33 MJ/USD in 2000 to 0.57 MJ/USD in 2023—it still exceeds regional benchmarks. Structurally, the energy mix remains heavily reliant on fossil fuels; oil products accounted for 61% of consumption in 2023, while biofuels and electricity represented <1% and 1%, respectively.

Armenia's transport network faces substantial risks from climate-induced natural disasters. Since 2000, the country has recorded ten major disasters—primarily storms (50%) and flooding (20%)—affecting over 400,000 people. The economic toll on transport infrastructure is estimated at an average annual loss (AAL) of $8.0 million, equivalent to 0.012% of GDP. These losses are concentrated in the road sector (74%) and rail (24%). Under a 4.5-degree warming scenario, more than 4% of the nation's road and rail assets are projected to be exposed to extreme precipitation. This vulnerability is underscored by Armenia's 128th-place ranking in the National Road Vulnerability Index. Furthermore, the expansion and maintenance of this network entail significant "embodied" emissions, estimated at 176 thousand tonnes of CO2-equivalent annually from the use of 4.6 million tonnes of construction materials.

The motorization rate in Armenia has risen to 221 vehicles per thousand population in 2024. The domestic fleet is primarily composed of light-duty vehicles (54%) and two-wheelers (28%). While traditional vehicle imports remain high, there is an emerging shift toward electrification. Between 2017 and 2024, electric vehicle (EV) imports reached $214 million, constituting 16% of total road vehicle imports by 2024. Furthermore, 8.7% of the bus trade during this period involved electric variants. However, Armenia's broader E-mobility Readiness Index score of 58 suggests significant room for improvement, particularly in technology markets (10/100) and policy frameworks (10/100). In urban centers, rapid transit infrastructure remains limited to 12 kilometers of metro (6.5 km per million urban residents), and only one-third of urban agglomerations offer high levels of public transport accessibility.

The financing landscape for Armenian transport has shifted from public-private partnerships (PPPs) toward official development assistance (ODA). ODA increased from $81.8 million (2002-2010) to $267.8 million (2011-2023), with 94% directed toward roads. Conversely, PPP investments fallen from $778 million to $101 million over the same periods. Policy-wise, Armenia has several relevant documents, including five climate-specific strategies. The 2021 Updated NDC targets a 40% reduction in economy-wide GHG emissions by 2030 compared to 1990 levels, and the Long-Term Low Emissions Development Strategy (LTS) aims to reduce emissions to 2.07 tCO2e/capita by 2050. However, neither the NDC nor the LTS includes transport-specific GHG targets or net-zero commitments. While 91% of transport measures align with climate mitigation, only 32% integrate adaptation components, highlighting a critical gap in long-term infrastructure resilience planning.

Avoid Measures - To mitigate the systemic drivers of transport demand, Armenia is integrating land-use planning with infrastructure development. The Armenia Transport Sector Development Strategy 2020 explicitly promotes "transit-oriented development" (TOD) to ensure that residential and commercial centers maximize access to public transport and non-motorized infrastructure. This spatial strategy is complemented by robust demand management in urban centers. For instance, the LAW OF THE REPUBLIC OF ARMENIA "About local collection for parkings of vehicles..." establishes a legal basis for graded parking fees and electronic metering to control private car use and reflect land value. By reinvesting revenue from these fees in urban transport, the government aims to create a self-sustaining cycle that reduces the need for long-stay private vehicle travel in congested areas.

Shift Measures - A cornerstone of Armenia's climate policy is the modal shift from private vehicles to energy-efficient public and rail transport. The Armenian Government Program 2021-2026 outlines a comprehensive restructuring of the public transport network, including the introduction of a "unified transport network" with electronic ticketing and integrated traffic control. High-capacity buses are systematically replacing minibuses to optimize route efficiency, as noted in the Second National Energy Efficiency Action Plan for Armenia. Furthermore, the government is prioritizing the "expansion and modernization of electrified public transport," including the Yerevan Metro and trolleybus systems, to provide low-emission alternatives to internal combustion engines. On a regional scale, the 2021-2026 ACTION PLAN OF THE GOVERNMENT OF THE REPUBLIC OF ARMENIA emphasizes the development of the "North-South Road Corridor" and the "Persian Gulf-Black Sea" transit corridor, while exploring high-speed rail links like the Yerevan-Tbilisi line to enhance multimodal freight and passenger efficiency.

Improve Measures - To address emissions from the remaining vehicle fleet, Armenia is aggressively promoting "Improve" strategies focused on technological modernization and alternative energy sources. The LONG-TERM (UNTIL 2050) LOW EMISSIONS DEVELOPMENT STRATEGY OF THE REPUBLIC OF ARMENIA mandates a gradual transition to vehicles powered by electricity, gas, biofuels, and hydrogen. Significant fiscal incentives support this; for example, the Program on Energy Saving and Renewable Energy for 2022-2030 highlights that the "import and alienation of electric vehicles are VAT exempted," a policy reinforced by the ORDER OF THE GOVERNMENT OF THE REPUBLIC OF ARMENIA No. 514, which sets a 0% customs duty rate for electric motor vehicles. Additionally, the Armenia Transport Sector Development Strategy 2020 focuses on tightening vehicle inspections and improving the safety of natural gas vehicles, ensuring that the existing fleet operates at peak efficiency while the country pursues a long-term goal of climate neutrality.

At the same time the Council of Elders of community can install prepaid coupon system. 5. Forms payment of collection for the autoparking are established by the Council of Elders of community. 6. The body levying collection for the autoparking shall provide to the payer of collection the receipt certifying payment and also on demand to provide to the payer of collection information on payment. Article 10. Rates of charge for the autoparking 1. Collection for the autoparking is levied in cash currency of the Republic of Armenia - in dramas. 2. For the parking of the vehicle on the autoparking collection at the following rates is levied: 1) in each hour - to 300 dram inclusive; 2) for every day - to 2500 dram inclusive; 3) in week - to 5000 dram inclusive; 4) in month - to 25000 dram inclusive; 5) in year - to 300000 dram inclusive. At the same time in case of collection of the collection established for hour the method of calculation of minutes for the actual parking is established.x
