This report— co-developed by the ATO and Life-Links— examines the growing risks that climate change poses to transport infrastructure in Asia and the Pacific. It draws from ATO's database of transport indicators and policy documents to build a case for enhancing climate resilience in the sector. The report outlines infrastructure challenges, the rising threat of climate hazards, and emerging policy directions. Four key conclusions are highlighted:

  • Asia-Pacific's transport infrastructure is challenged to meet economic development needs.
  • Climate change is a growing threat to transport infrastructure with direct and indirect impacts.
  • Policies must be directed to strengthen climate-resilience of transport.
  • Policymakers can build on what exists and benefit from collaboration with other stakeholders.

This report is released in conjunction with the official side event at the International Transport Forum (ITF) 2025 Summit entitled "Transport System Resilience, Connectivity and Diversification in the Face of Climate Change and Other Global Shocks" co-organized by the Ministry of Land, Infrastructure, Transport and Tourism of Japan, Life-Links, Kuehne Climate Center, IRF, Oris Materials Intelligence, and the ATO.
