Consultant - Data and Visualization Analyst 

Background

The Asian Transport Observatory (ATO) is seeking a Data and Visualization Analyst to support the development, maintenance, and improvement of ATO’s data products, dashboards, and analytical workflows.

ATO works with diverse datasets covering transport infrastructure, access and connectivity, urban mobility, road safety, climate change, energy, emissions, air pollution, development finance, policy measures, and transport investments across Asia and the Pacific. These datasets are used to support evidence-based policy analysis, investment screening, regional monitoring, country-level diagnostics, and public-facing knowledge products.

The selected consultant will support ATO’s full data-to-dashboard workflow. This includes data extraction, data organization, cleaning, quality checking, preparation of dashboard-ready datasets, and Tableau dashboard development. The role requires not only strong visualization skills, but also proficiency in managing the underlying data structures, sources, and workflows that support Tableau dashboards and other ATO data products.

Objective of the Assignment

The objective of the assignment is to support ATO's work related to data extraction, organization, management, analysis, and visualization of transport-related datasets through Tableau and related analytical tools.

The analyst will help ensure that ATO dashboards and data products are accurate, well-structured, easy to update, and useful for policy, planning, investment, and communication purposes.

Scope of Work

The consultant will work with the ATO team to support one or more of the following areas:

Data extraction, compilation, and organization
  • Lead the extraction, compilation, and organization of data from official reports, secondary databases, spreadsheets, open data portals, project documents, policy documents, and other relevant sources.
  • Structure and consolidate raw and processed datasets into clear, consistent, reusable formats, including master files, indicator tables, dashboard-ready datasets, and metadata sheets.
  • Use tools such as Excel, Google Sheets, Python, R, SQL, or other relevant software, where applicable, to support data extraction, cleaning, reshaping, validation, and organization.
  • Maintain source references, versioned files, organized data folders, and documentation, while identifying data gaps, inconsistencies, duplicate records, and other potential data quality issues.
Tableau dashboard development, data visualization, and workflow support
  • Develop, update, and maintain Tableau dashboards and related analytical products, including dashboards, charts, maps, infographics, summary figures, and other visual materials for ATO reports, web pages, presentations, and communication products.
  • Prepare, clean, structure, and manage datasets for use in Tableau dashboards and other ATO visual products.
  • Manage and improve Tableau data sources, joins, relationships, calculated fields, parameters, filters, extracts, refresh workflows, and workbook structures to enhance usability, performance, consistency, and ease of maintenance.
  • Support reproducible workflows for exporting, updating, and integrating dashboard-ready datasets with ATO databases, spreadsheets, Tableau dashboards, and web-based data products.
  • Apply good visualization and dashboard design practices, and document data preparation steps, dashboard logic, calculated fields, source files, visual design choices, and update procedures.
Data analysis and quality assurance
  • Conduct data quality checks to identify missing values, inconsistencies, outliers, duplicates, methodological issues, and other potential data concerns.
  • Support the development of summary statistics, indicators, rankings, trends, comparative analysis, and other analytical inputs for ATO reports, country profiles, dashboards, presentations, and web pages.
  • Support statistical, geospatial, or other quantitative analysis where relevant, depending on the consultant’s skills and the needs of the assignment.
  • Review data values against original sources and ensure that sources, definitions, units, years, caveats, and methodological notes are properly documented.
Coordination and documentation
  • Work closely with ATO team members, including data analysts, policy analysts, web developers, and project leads.
  • Prepare concise documentation, update notes, metadata, and user guidance for dashboards and datasets.
  • Participate in regular coordination calls and provide progress updates.
  • Support internal review and revision of dashboards and datasets based on team and partner feedback.

 Expected Outputs

The following encapsulate the expected outputs, depending on the final agreed workplan:

  • Extracted, organized, cleaned, and dashboard-ready datasets, including master files, metadata sheets, source inventories, and data dictionaries.
  • Updated or newly developed Tableau dashboards and visual products, including improved data sources, calculated fields, filters, workbook structures, and refresh workflows.
  • Data quality checks, issue logs, and documentation of data gaps, inconsistencies, methodological concerns, sources, and update procedures.
  • Summary tables, charts, maps, infographics, analytical inputs, technical notes, and user guidance for ATO reports, dashboards, web pages, presentations, and communication products.

Qualifications and Experience

Applicants should meet the following minimum requirements:

  • At least one year of relevant professional experience in data analytics, dashboard development, data management, research, monitoring and evaluation, or a related field.
  • Strong demonstrated experience using Tableau, including both dashboard development and data management functions.
  • Proven ability to extract, compile, clean, organize, transform, and manage datasets for analytical and visualization purposes.
  • Strong quantitative and analytical skills, including the ability to work with multi-country, multi-year, and multi-indicator datasets.
  • Good working knowledge of programs for data extraction, cleaning, organization, validation, and analysis.
  • Ability to produce clear, accurate, and well-documented outputs.
  • Strong attention to detail, especially in checking data values, units, labels, definitions, source references, and documentation.
  • Ability to work independently in a remote team environment and meet agreed deadlines.
  • Good written and verbal communication skills in English.

The following qualifications are considered an advantage:

  • Experience with Tableau Prep, Tableau Server, Tableau Cloud, published data sources, extracts, refresh schedules, or dashboard embedding.
  • Experience with Python, R, SQL, JavaScript, or other coding tools for data extraction, cleaning, automation, analysis, or visualization.
  • Experience with transport, urban mobility, infrastructure, climate change, energy, emissions, road safety, public policy, development finance, or international development.
  • Experience working with official statistics, open data portals, geospatial datasets, project documents, policy documents, or international databases.
  • Experience with GIS tools such as QGIS, ArcGIS, Google Earth Engine, or spatial data formats.
  • Experience preparing dashboards, reports, or analytical products for development organizations, governments, research institutions, or international partners.
  • Ability to translate complex datasets into clear visuals and policy-relevant insights.

The ideal candidate is a highly motivated Tableau and data analytics practitioner who can work across the full data-to-dashboard workflow. ATO is looking for someone who can go beyond producing attractive visualizations and can also extract and organize data, manage underlying data structures, improve dashboard logic, document workflows, and support quality assurance.

The role is well suited for someone who is passionate about data, analytics, and evidence-based decision-making; comfortable working under pressure and managing multiple tasks; and able to work collaboratively, constructively, and reliably with a small, fast-moving team.

A transport background is useful but not required. Strong Tableau, data management, data organization, and quantitative skills are the priority. Candidates with solid analytics experience, a strong learning mindset, and the ability to quickly understand transport-sector concepts are encouraged to apply.

Duration and Location

The assignment is expected to be for an initial period of 3 months, with the expectation that it will be extended subject to performance and continued project requirements.

The assignment will be remote. The consultant should be available for online coordination meetings with the ATO team and should be able to work across time zones as needed.
