The Asia–Pacific has become the pivot of global trade. The region's shipyards build almost every large merchant vessel afloat today, its ports handle two-thirds of the world’s container traffic, and its seafarers form the backbone of the global maritime workforce. In 2023 alone, developing Asian nations discharged nearly half of all global seaborne trade. What happens on Asia’s waters—progress or stagnation—reverberates across the world economy.

But this dominance hides a more complex picture. The sector is being reshaped by five converging forces:

  • Technology – Policies, targets, and thus, the business case are driving technology adoption.
  • Physical resilience – Asia is warming nearly twice as fast as the global average, and its ports sit at the frontlines of climate risk.
  • Equity – Hyper-connected hubs in East and Southeast Asia expand, while Pacific Small Island States remain isolated and vulnerable.
  • Human capital – With most of the global maritime workforce coming from Asia, the shift to automation and green fuels demands urgent retraining and a just transition.
  • Finance – The scale of investment needed is substantial, and while public funds provide a foundation, stronger and more consistent private sector participation will be essential.

Changing Tides: Maritime Transport in Asia Pacific is the Asian Transport Observatory's 2025 flagship study on maritime transport in the region. It provides a comprehensive, data-driven assessment of the sector—from international fleets and container ports to inland waterways, emissions, ship recycling, and workforce dynamics. The report frames the choices ahead: whether Asia's maritime sector manages its transition with foresight, or whether it is shaped instead by crisis.
